Context
Una dintre principalele provocări ale dezvoltării aglomerărilor urbane, așa cum a fost identificată într-o cercetare a Comisiei Europene – Cities of tomorrow, este diminuarea zonelor/spațiilor verzi și ritmul rapid de preluare a terenurilor din imediata vecinătate a acestora ca urmare a răspândirii așezărilor de densitate scăzută. Conform cercetării, un rol-cheie pentru asigurarea calității vieții cetățenilor marilor orașe este protejarea zonelor verzi existente, amenajarea lor pentru recreere și activități sportive în aer liber, crearea de centuri verzi și/sau coridoare verzi sau arii naturale urbane.
În proiectul pilot Soluții Colaborative, pentru domeniul Spații Publice, cei mai mulți ieșeni au menționat că sunt insuficiente spații publice amenajate pentru recreere. Acestea fiind limitate la cele 3 locuri din Copou (Parcul Copou, Parcul Expoziției și Grădina Botanică) și la zona Ciric. Opțiunile de petrecere a timpului liber în natură, în perimetrul orașului, sunt limitate, atât din perspectiva spațiului, cât și a activităților ce pot fi desfășurate.
Iașul beneficiază încă de suficiente oaze de natură în împrejurimi care pot fi utilizate în scop de recreere pentru comunitate, înainte de a fi adjudecate de interese individuale.
În acest context, am acceptat cu bucurie (în septembrie 2021) invitația celor de la Asociația Parcul Natural Văcărești și SOR Iași de a ne alătura Rețelei pentru Natură Urbană pentru a sprijini demersul de înființare a Ariei Naturale Urbane CIRIC.
Despre proiectul Aria Naturală Urbană CIRIC
Proiectul urmărește protejarea biodiversității urbane prin activarea și implicarea cetățenilor din Municipiul Iași în constituirea și administrarea Ariei Naturale Urbane CIRIC (ce include lacurile și pădurea Ciric), cât și în crearea unei rețele de arii naturale urbane în Zona Metropolitană Iași.
În prezent, există 18 arii naturale urbane în 10 orașe din țară, aflate în curs de documentare și cartografiere de către 15 organizații ne-guvernamentale, reunite în Rețeaua pentru Natură Urbană. Rețeaua este un proiect prin care Asociația Parcul Natural Văcărești și partenerii săi și-au propus să constituie o rețea națională de arii naturale urbane, pornind de la exemplul Parcului Natural Văcărești.
De ce arii naturale urbane
Pentru că:
- România și-a asumat să asigure protecția a 30% din teritoriu până în 2030. În prezent, ariile naturale protejate din țară acoperă aprox. 24% din teritoriu. Conform ghidului pentru desemnarea de noi arii naturale protejate publicat de Comisia Europeană în 28 ianuarie 2022, zonele naturale urbane pentru care sunt stabilite și implementate măsuri eficiente de conservare pot contribui la atingerea țintei.
- În prezent, multe din zonele naturale existente în orașe sunt neglijate și insalubre, prin urmare sunt inaccesibile publicului.
- Proiectul de lege PL-x nr. 193/2020 privind regimul ariilor naturale protejate urbane și nconservarea biodiversității urbane prevede ca municipalitățile să dezvolte și să implementeze strategii de biodiversitate urbană, adaptate la contextul geografic, social și economic local.
- Ariile naturale protejate urbane, eficient administrate, sunt parte din soluția de adaptare a orașelor la efectele schimbărilor climatice.
- E dreptul cetățenilor să aibă acces la un mediu sănătos și echilibrat ecologic (art. 35 din Constituția României) în orașe și în apropierea lor.
- Constituirea rețelei naționale de arii naturale urbane este obiectiv asumat de actuala guvernare.

Ce este de făcut
În cadrul Coaliției pentru Natură Urbană, noi, partenerii din Iași (Societatea Ornitologică Romănă – filiala Iași și Asociația CIVICA) ne propunem să:
- elaborăm studiul de biodiversitate pentru instituirea regimului de arie naturală urbană și harta zonei propuse;
- derulăm acțiuni de informare, educare și conștientizare a publicului privind protejarea biodiversității urbane și rolul naturii pentru recreere și sănătate;
- contribuim la crearea unei comunități în jurul Ariei Naturale Urbane Ciric.
În ceea ce privește administrația, Primăria și Consiliul Local al Municipiului Iași au rolul de:
- a aviza suprafața administrativă pentru Aria Naturală Urbană CIRIC;
- a elabora un plan de urbanism sau amenajarea teritoriului pentru zona propusă să devină Aria Naturală Urbană CIRIC.
Împreună ne propunem apoi să dezvoltăm și să implementăm Planul de management pentru Aria Naturală Urbană CIRIC. Acesta va urmări conservarea și creșterea biodiversității în mediul urban, dar și maximizarea beneficiilor pe care le oferă ieșenilor: reducerea poluării, reglarea temperaturilor, spațiu de educație, recreere și practicarea sportului în aer liber, oaze de liniște.
Ce am făcut până în acest moment
- Cu suportul echipei Parcul Natural Văcărești, SOR Iași se ocupă de studiul de biodiversitate al zonei. De asemenea, am creionat harta cu limitele orientative pentru Aria Naturală Urbană CIRIC și harta cu regimul de proprietate. CIVICA a pornit dialogul cu autoritățile în urma căruia există susținerea Primăriei Municipiului Iași pentru realizarea proiectului.
- Partenerii noștri de la Societatea Ornitologică Română – Iași au organizat în septembrie 2022 un tur ornitologic ghidat prin care am cunoscut păsările și biodiversitatea din Aria Naturală Urban CIRIC. Vor mai exista astfel de acțiuni, iar dacă sunteți interesați, stați pe aproape!
- La început de noiembrie 2022 am organizat un atelier de confecționare de hrănitori pentru păsările din viitoarea Arie Naturală Urbană CIRIC care au fost instalate în pădurea Ciric și alimentate cu semințe în sezonul rece.
- În urma primelor acțiuni privind Aria Naturală Urbană CIRIC, am creat un prim canal de comunicare pentru comunitatea iubitorilor de natură care se mărește de la zi la zi.
